According to the Import-Export Department, the tariff-rate quota (TRQ) under Vietnam’s WTO commitments in 2026 for salt is 379,043 tons, and for poultry eggs the equivalent of 909,708 units.
The Import-Export Department is currently seeking feedback on a draft Circular regulating the TRQ for salt and poultry egg imports in 2026, in order to implement Vietnam’s commitments to the World Trade Organization (WTO) while managing imports reasonably to protect domestic production.
Actual quota levels are always lower than WTO commitments
The TRQ commitments under the WTO for salt initially, in 2007, were 150,000 tons, and for poultry eggs 30,000 dozen.
With an annual quota growth rate of 5%, the quota level in 2026 under the commitments is 379,043 tons for salt and 75,809 dozen (equivalent to 909,708 eggs) for poultry eggs.
Based on the 2017 Law on Foreign Trade Management, the annual TRQ level is decided by the Ministry of Agriculture and Environment (MARD) depending on actual conditions, and then notified to the Ministry of Industry and Trade for official publication.
In practice, the TRQ announced each year is often adjusted to suit domestic production and consumption, particularly for the salt industry. Accordingly, to protect domestic production and especially the livelihoods of salt farmers, the TRQ for salt imports announced since 2017 has always been significantly lower than the committed levels. Specifically, in 2024, the committed level was 343,803 tons but the announced level was only 88,000 tons. Similarly, in 2025, the committed level was 360,993 tons but the announced level was only 92,400 tons.
For poultry eggs, the TRQ announced for the period 2007–2023 always complied with commitments. However, starting in 2024, the announced figure has been slightly lower than the committed level. In 2024, the announced level was 68,670 dozen, lower than the committed 90 dozen; in 2025, it was 72,104 dozen, lower than the committed 95 dozen.
